запустил (Chek for new WinPatrol version), получилось следуещее:

жму To download the current version go to _http://www.winpatrol.com/download.html и попадаю на
Download - Install WinPatrol English (9.0.0.0)
еще раз жму и гружусь с _http://www.winpatrol.com/wpsetup.exe, вот и все .
а вот что на писано на офсайте про твою ссылочку:

Точно, ты прав. Просто у меня была "Error 403 Forbidden" when trying to download WinPatrol setup program,
после которой как раз и рекомендуется:
