Microsoft's intent is to provide an operating system that will provide basic computing services on older hardware, while retaining much of the modern core technology in Windows XP Service Pack 2, such as Windows Firewall, Group Policy, Automatic Updates, and other management services. Although users can make use of line-of-business applications that are hosted on a remote server using Remote Desktop and WinFLP (like Windows XP) can be configured to operate as remotely booting diskless workstation, it is indeed mainly designed as a full PC OS for older hardware, like a Windows XP derivative specifically optimized for legacy PCs.
Although WinFLP is designed as a general-purpose operating system, it will nevertheless not be made available through retail or OEM channels. Microsoft sees WinFLP as an inexpensive upgrade option for corporations that have a number of Windows 9x computers, but won't invest in new hardware to support a full operating system. It is exclusively available to Software Assurance customers. WinFLP does not include Games, Outlook Express and some System Tools, even with a full install (1.1GB).
